All state, higher education, local government and local education employees who meet the eligibility requirements of the Plan Document are eligible to participate in the state-sponsored health plan, regardless of whether they are working under a Visa or other employment authorization document. Employers must follow IRS and the Affordable Care Act when offering coverage to all eligible employees.
